Shizuhama Air Base is located in Yaizu, Shizuoka Prefecture. The facility was established in December 1944 as the Fujieda Naval Air Station for the Imperial Japanese Navy Air Service. Following World War II, the base was under United States control until August 1958, when it was returned to the Japanese government and received its current designation. The 15th Training Wing operated at the base from June 1959 until its deactivation in May 1964, when it was replaced by the 11th Flying Training Wing.

The Japan Air Self-Defense Force (JASDF) operates the base under the jurisdiction of the Air Training Command, which is headquartered at Hamamatsu Air Base. The primary mission of the installation is the provision of initial pilot flight training for the JASDF. Stationed units include the 11th Flying Training Wing, which comprises the 1st and 2nd Squadrons. These squadrons operate Fuji T-7 trainer aircraft. Other resident organizations include the Shizuhama Air Traffic Control Group, the Shizuhama Weather Group, and the Shizuhama Regional Military Police Group. The facility is the smallest JASDF air base that maintains a functional runway.
