Construction of the underground complex occurred between 1985 and 1993 at a cost of more than 27 billion NTD. In 2018, the Air Force issued a solicitation for an automated Close-In Weapon System to provide defensive capabilities for the installation.
The base functions as a facility for aerial counter-attack forces. Its infrastructure includes underground hangars with a capacity for approximately 200 fighter aircraft. The underground complex is equipped with ten blast doors providing access to multiple runways. Support facilities within the underground complex include a hospital and multiple gas stations.
