Overview
The Estonian Navy, or *Merevägi*, is a small but modernizing force strategically focused on the defense of Estonia's territorial waters and contributing to regional maritime security within the NATO framework. Its primary operational area is the Baltic Sea, a region of significant strategic importance. The navy's core responsibilities include maintaining maritime situational awareness, defending sea lines of communication, and conducting mine countermeasures (MCM). Historically, a key peacetime and crisis role has been clearing the extensive minefields left in the Baltic Sea from the World Wars.
The navy's maritime strategy is undergoing a significant capability enhancement. This is marked by the acquisition of Blue Spear land-based anti-ship missile systems and modern sea mines. These systems provide a potent anti-access/area denial (A2/AD) capability, aiming to deter potential aggressors by holding maritime assets at risk over large areas of the Baltic Sea. The force structure is built around developing robust maritime situational awareness through a network of patrol vessels, surveillance assets, and integration with other national agencies like the air force and border guard.
Recent strategic decisions include the merger of the Police and Border Guard's fleet with the navy, a move intended to unify Estonia's maritime assets and streamline command and control. This integration supports the navy's plan to standardize its fleet, which has been logistically challenging due to the variety of vessel classes.
Looking to the future, the Estonian Navy has outlined a significant shipbuilding program. The plan is to replace its current, diverse fleet with up to 12 new vessels of two main types: larger ocean-patrol ships (around 100 meters) and smaller coastal vessels (55-60 meters). This new fleet will be modular, designed to carry out the navy's core tasks of surveillance, mine warfare, and self-defense.
