Description

The OTs-33 Pernach was developed by Igor Stechkin at the TsKIB SOO design bureau. Derived from the OTs-23 Drotik, the pistol was designed to replace the Stechkin APS within the Russian Ministry of Internal Affairs (MVD), OMON police units, and other paramilitary organizations. The design team included Stechkin, Baltser, and Zinchenko, leading to the alternative designation SBZ-2. Manufacturing is conducted by the KBP Instrument Design Bureau. The project aimed to simplify the production process and improve recoil controllability compared to the APS.

The OTs-33 utilizes a blowback-operated action with a square frame geometry intended to simplify manufacturing. The mechanism employs a recoil cycle where the slide and barrel move together before separating, a feature that functions without a positive mechanical lock. This movement reduces felt recoil and regulates the cyclic rate of fire without the need for a dedicated rate-reduction mechanism. Muzzle rise is addressed by a ported slide cavity that functions as a muzzle brake and compensator by deflecting propellant gases upward. The weapon features a double-action, hammer-fired trigger system with an exposed hammer and an ambidextrous safety/fire selector. This selector includes a decocking function when moved to the safe position. The pistol includes a loaded chamber indicator, an integral accessory rail for tactical accessories, and an ambidextrous disassembly lever located inside the trigger guard. A folding metal shoulder stock attaches to the base of the grip. The pistol uses double-column magazines and supports the attachment of a sound suppressor.

The weapon entered service in 1996 and remains in use with Russian security forces and MVD units. It is issued with a leather holster and shoulder rig that includes magazine pouches.
