Overview
The Royal Norwegian Navy is a modern and technologically advanced force, strategically focused on maritime security in its vast and challenging areas of interest, particularly the High North and the North Atlantic. Its operational posture and future development are heavily influenced by its proximity to Russia's Northern Fleet and its role within the NATO alliance. The navy operates a balanced fleet of surface and subsurface combatants. They are complemented by the highly maneuverable Skjold-class corvettes, optimized for high-speed littoral operations. The Ula-class submarines provide a significant undersea warfare and intelligence-gathering capability, which is a cornerstone of Norwegian defense strategy.
Norway’s maritime strategy emphasizes sea control in its local areas as its most critical contribution to NATO. The nation's ability to operate in demanding Arctic conditions is a specialized and highly valued capability within the alliance. This strategy is underpinned by advanced domestic technology, including the world-class Naval Strike Missile (NSM) and expertise in autonomous underwater systems. Cooperation with allies is fundamental, aimed at ensuring that allied forces can be deployed to the region in a crisis.
The government's long-term plan for 2025-2036 gives the navy the largest share of funding to enhance its capabilities. A key project is the replacement of the current frigates with a minimum of five new ASW-focused vessels, to be acquired in partnership with a close ally to ensure rapid delivery starting in 2029. The submarine fleet is also being replaced through a joint program with Germany for the new Type 212CD submarines. Additionally, a major program is underway to acquire up to 28 new standardized vessels to replace a variety of smaller platforms, enhancing operational sustainability and presence in coastal and offshore zones.
