Overview

The Peruvian Navy, officially the Marina de Guerra del Perรบ, operates under a maritime doctrine focused on the defense of the "Mar de Grau," a 200-nautical-mile maritime zone extending from the coastline. Primary missions include the protection of territorial sovereignty, surveillance of the Exclusive Economic Zone (EEZ), search and rescue (SAR) operations, and the suppression of illegal fishing and narcotics trafficking. The navy also maintains a specialized riverine presence in the Amazon basin and Lake Titicaca to secure inland borders and support state presence in remote regions. Under a long-term modernization program initiated in 2025, the navy is transitioning from a force of aging surface combatants to a technologically updated fleet capable of multidimensional warfare and regional power projection.

The surface fleet is currently undergoing a generational replacement of its Lupo-class frigates. In January 2025, construction began on the first of a new class of 3,400-ton multirole frigates based on the HDF-3200 design, which features AESA radar systems and vertical launching systems (VLS) for air defense. The submarine force is composed of Type 209/1200 units, which have been subject to life-extension programs to upgrade sonar and combat management systems. In late 2025, the navy signed a Letter of Intent to co-develop the HDS-1500, a 1,500-ton next-generation submarine equipped with air-independent propulsion (AIP). Amphibious operations are supported by Pisco-class Landing Platform Docks (LPD), which facilitate humanitarian assistance and disaster relief. Naval aviation assets include SH-2G Super Seasprite helicopters for anti-submarine warfare and Fokker 50 aircraft for maritime patrol, with the incorporation of Beechcraft King Air 360ER platforms for signals intelligence and maritime surveillance occurring throughout 2025 and 2026.

Domestic shipbuilding is centralized at Servicios Industriales de la Marina (SIMA), with major shipyards in Callao, Chimbote, and Iquitos. SIMA acts as the prime contractor for the national fleet renewal, utilizing a strategic partnership with South Korea's HD Hyundai Heavy Industries (HD HHI) for technology transfer and local assembly. Current construction programs include a multirole frigate, HDP-2200 offshore patrol vessels (OPV), and HDL-1500 landing craft, with the first deliveries scheduled for late 2026. Recent naval industry milestones include the launch of the seventh and eighth units of the Rio Pativilca-class maritime patrol vessels in early 2025. This industrial strategy aims to establish Peru as a regional hub for naval construction and maintenance in South America.
