Description

Mischief Reef is a fortified outpost of the People's Republic of China in the southeastern Spratly Islands, in the eastern part of the Dangerous Ground area of the South China Sea. It lies 239 km west of Palawan, within the exclusive economic zone claimed by the Philippines, and 1,109 km south of Hainan. The installation supports Chinese naval, coast guard and maritime militia activity in the southern South China Sea and is administered as part of Nansha District, Sansha City, Hainan province. Sovereignty over the feature is contested by the Philippines, which claims it as part of the Kalayaan municipality of Palawan, and by Vietnam and the Republic of China (Taiwan). In its award of 12 July 2016, the arbitral tribunal constituted under UNCLOS found Mischief Reef to be a low-tide elevation lying on the Philippine continental shelf, generating no territorial sea, exclusive economic zone or continental shelf entitlement of its own, and therefore incapable of supporting a lawful territorial claim despite the reclamation and base construction carried out on it.

The base occupies an artificial island of 558 hectares built around most of the perimeter of the atoll's lagoon. Its principal facilities are a sheltered harbour formed by the lagoon, with dredged entrance channels giving access to deep water, and a co-located airfield, Meiji Airport, whose runway measures approximately 2,644 m and is capable of handling large aircraft; a China Southern Airlines jet conducted a test flight there on 13 July 2016. Defensive armament reported from 2016 includes anti-aircraft guns and close-in weapon systems for point defence. Sensor and communications infrastructure includes a radome and antenna mountings identified in satellite imagery in early 2021. Hardened structures, hangars and support buildings occupy the reclaimed rim, alongside civil administrative facilities: the Mischief Community Residents Committee office building, completed in June 2015 on the artificial island, together with housing for resident fishermen.

Chinese occupation of the reef dates to 1994โ€“95, when structures on stilts were erected on the atoll rim and described by Beijing as fishermen's shelters; further construction followed in 1999. Limited reclamation was carried out at two points on the rim between 1995 and 2013. From late 2013 to the end of 2016 the present artificial island was created, with work on the harbour and runway well advanced by January 2016, converting the outpost into a permanent air and naval facility.
