Naval Base Point Loma (Fort Rosecrans)

Naval Base Point Loma is a United States Navy shore installation at Point Loma, San Diego, California, on the western side of San Diego Bay. It falls under Commander, Navy Region Southwest, and comprises seven separate facilities: the submarine base, Naval Mine and Anti-Submarine Warfare Command, Fleet Combat Training Center Pacific, Naval Information Warfare Systems Command, Naval Information Warfare Center Pacific, Fleet Intelligence Command Pacific and the Naval Consolidated Brig at Miramar. On-base population is roughly 22,000 military and civilian personnel.

Commander, U.S. Third Fleet is headquartered at the base. Submarine Squadron 11 homeports Los Angeles-class attack submarines there, together with the auxiliary repair dry dock USS Arco (ARDM-5) and the Undersea Rescue Command, the Navy's sole submarine rescue unit. Military Sealift Command, Pacific is also resident. Naval Mine and Anti-Submarine Warfare Command, formed on 1 October 2006 by the merger of Commander, Mine Warfare Command and Fleet Anti-Submarine Warfare Command, is multi-sited, with the commander, vice commander and headquarters at Point Loma concentrating on anti-submarine warfare while the Corpus Christi element handles mine warfare and the deployable mine warfare battle staff; a detachment is maintained at Norfolk. Torpedo weapons retrievers Swamp Fox (TWR-821) and Narwhal (TWR-842) operate from the base in support of underwater weapons ranges.

Alongside berthing and submarine support facilities, the base holds the Navy's principal Pacific information-warfare and command-and-control establishment. Naval Information Warfare Systems Command and Naval Information Warfare Center Pacific occupy the former Fort Rosecrans ground on the point, and Fleet Combat Training Center Pacific and Fleet Intelligence Command Pacific provide training and intelligence functions for Pacific Fleet units.

Naval activity on the point dates from 1945, when the University of California Division of War Research and the Navy Radio and Sound Laboratory took over the Fort Rosecrans coast artillery site as the Navy Electronics Laboratory, later the Naval Ocean Systems Center and, from 1997, part of the Space and Naval Warfare Systems Command. The Army transferred Fort Rosecrans to the Navy in 1959, and the Navy Submarine Support Facility was established there in November 1963, becoming a shore command in 1974 and Naval Submarine Base San Diego on 1 October 1981. Post-Cold War regionalisation consolidated the Point Loma installations as Naval Base Point Loma on 1 October 1998.
