Naval Base Point Loma (Fort Rosecrans)

Naval Base Point Loma is a United States Navy shore installation on the Point Loma peninsula in San Diego, California, on the western side of San Diego Bay. It is operated by the Navy under Navy Region Southwest and functions as a submarine support, undersea warfare, training and command-and-control installation. On-base population is around 22,000 military and civilian personnel.

The base is the headquarters of Commander, U.S. Third Fleet, and of Naval Mine and Anti-Submarine Warfare Command. NMAWC was formed on 1 October 2006 by the merger of Commander, Mine Warfare Command and Fleet Anti-Submarine Warfare Command; it is multi-sited, with the commander, vice commander and headquarters at San Diego focused on anti-submarine warfare and the Corpus Christi element retaining mine warfare responsibilities, including the deployable mine warfare battle staff and coordination of the mine countermeasures squadrons and MIW triad forces. A detachment is maintained at Norfolk.

Submarine Squadron 11 is homeported at Point Loma with Los Angeles-class attack submarines, among them USS Scranton, USS Alexandria, USS Santa Fe, USS Hampton and USS Greeneville. The medium auxiliary repair dry dock USS Arco (ARDM-5) supports submarine maintenance alongside. Undersea Rescue Command, the Navy's submarine rescue element, is based at the installation. Torpedo weapons retrievers Swamp Fox (TWR-821) and Narwhal (TWR-842) operate from the base in support of torpedo and undersea weapons testing. Military Sealift Command, Pacific is also headquartered there.

Point Loma comprises seven distinct facilities: the Submarine Base, Naval Mine and Anti-Submarine Warfare Command, Fleet Combat Training Center Pacific, Naval Information Warfare Systems Command (NAVWAR), Naval Information Warfare Center Pacific, Fleet Intelligence Command Pacific and the Naval Consolidated Brig at Miramar. NAVWAR and NIWC Pacific give the base a research, development and systems-acquisition role in naval command, control, communications and intelligence, descended from the Navy Electronics Laboratory established on the peninsula in 1945 and its successors, the Naval Ocean Systems Center and SPAWAR.

Naval activity on the peninsula began with the establishment of Submarine Group, San Diego in 1946 and Submarine Flotilla 1 in 1949, with the former Army post at Fort Rosecrans transferred to the Navy in 1959 and the Navy Submarine Support Facility established in November 1963. The site was re-designated a shore command on 27 November 1974, supporting Submarine Group Five, Submarine Squadron Three, Submarine Development Group One and, later, Submarine Squadron Eleven, and became Naval Submarine Base San Diego on 1 October 1981. Post-Cold War consolidation merged the Point Loma installations into Naval Base Point Loma on 1 October 1998.
