United States Navy

The United States Navy remains the world's premier maritime force, defined by global reach, technological depth and the ability to project power from the sea. Its structure and strategy are shaped by great power competition and a heavy Indo-Pacific emphasis, but the service now operates under a widening gap between commitments and hulls: the battle force stands at roughly 290 ships against a legislated goal of 355, and the fleet is projected to shrink further before it grows.

The fleet is built around the carrier strike group. Nuclear-powered carriers of the Nimitz and Gerald R. Ford classes serve as mobile airbases, screened by Arleigh Burke-class destroyers that form the backbone of the surface force. The cruiser force is disappearing as the Ticonderoga class is retired, and the littoral combat ship programmes have closed out with the last Independence and Freedom hulls commissioned in 2025 and 2026. The submarine force, entirely nuclear-powered, remains the fleet's decisive advantage: Ohio-class ballistic missile submarines underpin the sea-based deterrent while Virginia-class attack boats, now past their twenty-sixth hull, hunt and strike.

Shipbuilding has been through a hard reset. In November 2025 the Navy truncated the Constellation-class frigate to the two ships already under construction, judging that it cost eighty percent of a destroyer for sixty percent of the capability, and launched a new FF(X) programme derived from the Coast Guard's National Security Cutter. Above that, a thirty-year plan unveiled in 2026 and branded the Golden Fleet targets more than 450 crewed, auxiliary and uncrewed vessels in the 2030s, backed by the largest shipbuilding request since the Cold War, with Columbia-class ballistic missile submarines and Virginia-class production as the top priorities. Industrial capacity, not funding, is the binding constraint: submarine output remains below the rate the programme of record requires.

Readiness has become the visible cost of a high operational tempo. Recent years have brought a fire aboard the carrier Gerald R. Ford while deployed to the Red Sea, a collision between the destroyer Truxtun and a fleet oiler during replenishment, shipyard fires aboard the carrier Dwight D. Eisenhower and the destroyer Zumwalt, and the abandonment of a 1.6 billion dollar overhaul of the attack submarine Boise after years alongside. The mine countermeasures force retired its last Avenger-class ships in Bahrain in 2025, leaving that mission to be rebuilt around uncrewed systems.

The Navy's operational reach remains global, with standing deployments in the Western Pacific, Europe and the Middle East, sustained by a network of overseas bases and forward-deployed forces in Japan, Spain, Bahrain and Guam. It conducts freedom of navigation operations, ballistic missile defence patrols, counter-piracy and strike operations, and in 2026 led Operation Epic Fury against Iranian naval forces in the Gulf. Despite the strain on hulls and yards, it remains the only navy able to sustain high-intensity operations in several theatres at once.
