Description

Novorossiysk Naval Base is a Russian Navy installation on Tsemes Bay, on the north-eastern shore of the Black Sea at Novorossiysk, Krasnodar Krai. It supports the Black Sea Fleet, sharing the non-freezing bay with the commercial port of Novorossiysk.

Base infrastructure includes berthing and shore facilities together with installations for coastal troops, naval aviation and logistics, built out progressively after the initial construction programme.

The base was established by decree of President Vladimir Putin in 2003, which directed the creation of a Black Sea Fleet base at Novorossiysk. Russia allocated 12.3 billion roubles for construction between 2007 and 2012, with work on coastal troop, aviation and logistics facilities continuing after that date. The programme was undertaken against the prospect of the expiry in 2017 of the Russian lease on the fleet's main base at Sevastopol, then Ukrainian territory; the lease was extended by agreement in April 2010 and the question lapsed with the Russian annexation of Crimea in March 2014.
