Description

Sevastopol Naval Base is the Russian Navy's principal installation on the Black Sea and the main base of the Black Sea Fleet, whose headquarters are located there. It lies at Sevastopol on the Crimean Peninsula, territory internationally recognised as Ukrainian and under Russian occupation since 2014; the base is administered de facto by the Russian Federation.

The base occupies several of the inlets cutting into the Sevastopol shoreline, with berthing distributed across Severnaya (Northern) Bay, Yuzhnaya (Southern) Bay, Karantinnaya Bay and others, almost entirely within the administrative territory of Sevastopol. The Black Sea Fleet forms the garrison and operator. Units homeported there include Kilo-class diesel-electric submarines and Ropucha-class landing ships. The former submarine base at Balaklava Bay, some 10 km to the south, is no longer in naval service.

The anchorage was developed as a naval port from 1772, with work completed in 1783 after the Russian Empire's annexation of Crimea; the first eleven ships of the Imperial Russian Navy entered Sevastopol Bay on 13 May 1783. Following the dissolution of the Soviet Union in 1991, control of the Black Sea Fleet and its base passed into dispute, resolved by the 1997 Partition Treaty, under which Russian-allocated ships remained at Sevastopol alongside the Ukrainian Navy under a lease later extended by the 2010 Kharkiv Pact. Russian forces assumed sole control of the base in 2014.
