Naval Support Facility Deveselu (Baza Militară 99 Deveselu)

Naval Support Facility Deveselu is a United States Navy installation in Olt County, Romania, that provides base support to the Aegis Ashore Ballistic Missile Defense System Romania. It is not a coastal port but an inland shore establishment, located at Deveselu commune near Caracal, and forms one of three units co-located within the Romanian 99th Military Base (Baza Militară 99 Deveselu). The Romanian host base covers 900 hectares, of which about 170 hectares are assigned to U.S. forces. Manning comprises roughly 500 Romanian personnel and 250 U.S. personnel; the Romanian element is subordinate to the Joint Logistics Command.

The Aegis Ashore site is under the operational control of United States Naval Forces Europe-Africa at Naples. Its mission is the detection, tracking, engagement and exo-atmospheric interception of ballistic missiles directed against European NATO territory and U.S. forces in the region, working in conjunction with the forward-deployed Aegis destroyers based in Europe. Command of Aegis Ashore Romania is held by a U.S. Navy commander, while the 99th Military Base is commanded by a Romanian officer, Lieutenant Colonel Georgel Marcu since 2024.

The installation employs the shipboard Aegis architecture ashore: the AN/SPY-1 radar, the associated C4I systems and computer processors, and Raytheon SM-3 interceptors in Mark 41 vertical launch cells. The launchers are configured to fire only SM-3 rounds and not other Mk 41 munitions such as Tomahawk. A 2019 modernisation introduced the SM-3 Block IB, during which THAAD batteries were temporarily emplaced at the site and later withdrawn. A further upgrade of sensors and interceptors, funded in 2024, was completed by 2026 and fielded the SM-3 Block IIA, adding an intercontinental ballistic missile intercept capability.

The site was built from 1952 as a Romanian Air Force airfield and was disbanded in 2003. In September 2011 the former air base was selected for the U.S. missile defence component agreed the previous year; construction began in October 2013. Baza Militară 99 was established on 1 May 2012, the complex was inaugurated in December 2015, and the Aegis Ashore site became operational in May 2016.
