The R-17 Elbrus (GRAU index 9K72), known by its NATO reporting name SS-1C Scud-B, is a tactical ballistic missile developed by the Soviet Union. Derived from the earlier R-11 Zemlya, the system's mock-up was designed between 1958 and 1959, leading to its first launch in 1961. The missile entered service in 1962. It was operated by 32 countries, deployed by Warsaw Pact members, and exported to the Middle East and Afghanistan. The system was manufactured outside the Soviet Union, including by North Korea, which reverse-engineered the missile as the Hwasong-5.

The liquid-fueled missile is powered by an engine using a combination of inhibited red fuming nitric acid oxidizer and unsymmetrical dimethylhydrazine fuel, fed by pumps to ensure consistent thrust. Its guidance system relies on three gyroscopes and is active only during the boost phase. The R-17 can be armed with various warhead types. The nuclear warhead option features a selectable yield between 5 and 70 kilotons. Conventional options include a single high-explosive warhead or fragmentation payloads utilizing high-explosive, anti-tank, or anti-runway munitions. A chemical warhead designed to carry viscous VX was also developed. The missile was initially deployed on a tracked transporter erector launcher (TEL). Because track vibrations caused reliability issues with the sensitive launch electronics, an eight-wheeled TEL designated 9P117 Uragan was introduced. The wheeled TEL can carry out the launch sequence autonomously, though it is typically directed from a command vehicle. Erecting the missile to a vertical position takes four minutes, with the complete launch sequence requiring approximately one hour.

The R-17 remains in service with several nations in the Middle East, Asia, and former Soviet states. During the 1973 Yom Kippur War, Egypt fired three missiles against Israeli forces. In the Iran-Iraq War, both nations launched R-17s and their variants against enemy targets. Iraq developed locally modified variants, such as the Al-Husayn, to strike Tehran, while Iran procured missiles from Libya, Syria, and North Korea. Iraq later fired modified variants against Israel and Saudi Arabia during the 1991 Gulf War, where coalition forces used MIM-104 Patriot systems for interception.

The system was employed during the Soviet-Afghan War, where over 1,500 missiles were fired against mujahideen forces between 1988 and 1992, particularly during the defense of Jalalabad. Surviving Afghan launchers were later used by various factions during the subsequent civil war. In Libya, forces fired two missiles toward a United States facility on Lampedusa in 1986, and later used the system during the 2011 civil war. The Syrian government launched R-17s against opposition forces starting in 2012. In Yemen, the missile was employed during the 1994 civil war and later by Houthi forces following their 2015 takeover, until their stockpiles were depleted. Armenian forces fired R-17 missiles against targets in Azerbaijan during the 2020 Nagorno-Karabakh conflict.
