Overview

Defense spending is the clearest single indicator of a nation’s military investment — it funds everything from soldier salaries and equipment procurement to research programs and overseas basing. The United States alone accounts for roughly 40% of total global defense expenditure, spending more than the next ten countries combined. No other metric captures military ambition as directly as the budget.

What drives defense spending

Spending levels are shaped by threat perception, alliance commitments, and economic capacity. NATO members are formally committed to spending 2% of GDP on defense; as of 2026, fewer than half meet that threshold. Russia and China have both significantly increased real defense expenditure over the past decade, driving a global rearmament trend not seen since the Cold War. The war in Ukraine has accelerated this dynamic across Europe, with Poland now targeting 4% of GDP — the highest ratio in NATO — and Germany reversing 30 years of post-Cold War drawdowns.

Budget vs. capability

Raw spending figures tell only part of the story. The efficiency of military spending varies enormously. A dollar spent in the United States must cover much higher labor costs than one spent in Russia or China, meaning purchasing power differences significantly affect what each defense dollar actually buys. Corruption, industrial base quality, and export dependency also influence the translation from budget to real capability.
